He’s always lived around Tao Village in the woods, but he’s only recently come up as a paperwork guy. You can assume he’s always been there, but that only recently everyone started to really go through him for paperwork (I imagine after everything got destroyed in Tao the guild leaders didn’t want to go through that hassle themselves again, or something like that) — but he used to do paperwork for PK’s family a long time ago, too
