Does the type of flower on a Flora Cat's head determine their fate or job from the moment it blooms? And for that matter, if someone removes it from their head, does a new one slowly sprout?

Nope! Flower doesn’t determine job.

Loss of flower makes them feel sickly and lethargic, and it has to regrow.  Luckily the flowers on their heads are a little more resilient than normal.
